お手元のInformation for September Appricantsにも記載があると思います。
4月入学帰国生特別入試＝帰国生=ELPを受講
September Addmission（セプテン）＝International Student=JLPを受講
です。帰国生でELPの受講を希望される方は4月に入学する必要があります。
